Memorial Day: Schedule & Special Events

 

The Vineyard Haven Public Library will be closed for Memorial Day on Monday, May 25th.

On Monday May 25th, the town of Tisbury will hold a Memorial Day Picnic from noon to 4 pm on the grounds of the restored Tashmoo Spring Building on West Spring Street off State Road. Entertainment will include live music, boating, games, and more. Free ice cream will be provided by the Town of Tisbury. Bring your own picnic food and supplies, and please leave your dogs at home. VTA Bus stops at Tashmoo Overlook from 11:30am-4:30pm.

Tisbury Tennis & Pickleball Reservations and Clinics

The Church Street Tennis courts and Lake Street Pickleball courts will be available to the public for daily use by reservation. The Tisbury Open Space and Recreation Committee, in conjunction with the West Chop Club’s Director of Tennis, David McNamara, will once again sponsor Tennis and Pickleball clinics for Tisbury residents in 2026.The annual season runs from Memorial Day into November (weather permitting).

Tisbury uses CourtReserve, an online registration software, to manage member sign-ups, court bookings, and clinics at the Church Street Tennis and Lake Street Pickleball courts. Winter Storm Hernando Expected to Bring Blizzard Conditions, Heavy Wet Snow & Strong Winds

Dukes County Emergency Management Association (DCEMA), in coordination with the National Weather Service Boston/Norton, is advising all Dukes County residents and visitors to prepare for Winter Storm Hernando, a high-impact Nor’easter is expected to bring heavy snowfall and blizzard conditions to Martha’s Vineyard Sunday evening through Monday evening. Total accumulations of 12-24 inches are possible. Residents are urged to monitor official forecasts at weather.gov/boston and follow @NWSBoston for updates.

Key Details on Town Meeting Vote and Cost Considerations

The Town of Tisbury will hold a Special Town Meeting at 7:00 PM on Tuesday December 17th, at the Martha’s Vineyard Regional High School Performing Arts Center. The warrant will include an article to fund the renovation and expansion of the Vineyard Haven Public Library. This will be followed by a Special Town Election on Tuesday January 7th, 2025, from 12:00 noon - 8:00 PM at the Emergency Services Facility, 215 Spring Street. What is being voted on?

• At the Tisbury Special Town Meeting on December 17th, 2024, attendees will vote to appropriate $4 million from the Town’s stabilization funds, and authorize borrowing of $4.8 million, for the library renovation project.
• If the vote passes at Town Meeting with a 2/3 majority, there will be a Ballot Vote on January 7th, 2025 to authorize a debt exclusion. Only if the project gets a majority vote on the ballot question will construction actually move forward.

How will the project affect my taxes?

• Borrowing for the library renovation is projected at $4.8 million, which would be approximately $135/household/year average (based on an average assessed home value of $1.79 million). Those with a lower assessed value and those with a residential exemption would pay less.
• Construction bids will be due and opened in advance of the December 17th Town Meeting, which may allow the Town to amend the warrant article to reduce the amount of borrowing and lower the tax impact.
• The capital campaign for the library project has raised more than $1.5 million, to fund the meeting room addition that will be included in this project. 

What would being funded by the warrant article?

The library project budget has been estimated at $10 million, including some funds already expended for project management, design and engineering. Proposed renovations and repairs to the building include the following:

• Replace leaking and inoperable heating & cooling systems with energy efficient, all-electric systems, with needed ventilation.
• Replace and insulate the roof, to prepare for rooftop solar.
• Update electric, plumbing, & IT to bring systems up to code, including bathroom renovations to correct accessibility issues, and eliminate recurring sewer gas backup into the building.
• Replace damaged, leaking, and inoperable windows and make other repairs and improvements to the building envelope.
• Interior painting & floor coverings throughout the building (not done since 1999).
• Repair and replace ceilings and light fixtures throughout the building that are missing or damaged.
• Removal of masonry chimney, before it manifests as a structural issue.
• Landscaping improvements including regrading to stop water intrusion, and to correct issues identified in 2019 Accessibility Survey. 
• The renovation will also enhance the current building by adding a multi-purpose community meeting room (with funding from the capital campaign), significant storage in the basement, and a renovated reading room with garden views.

Public Presentation: Implementation Plan for Tisbury Master Plan

Please join the Planning Board, Steering Committee, and their consultants for a presentation next weekend (Friday Sept. 22nd, 5:30 pm at the Tisbury Senior Center).  It will introduce the Action Plan that will guide the Town's Master Plan implementation over the coming years.  RSVP for the Friday event is encouraged but not required, and that can be done here: www.tisburymasterplan.com   

This will be followed by a drop-in-anytime Open House at the same location, the following morning (Saturday the 23^rd from 10 am – Noon), where refreshments and coffee will be provided.  The Open House will be a chance to talk in more detail with the consultants and Committee & Board members about specific recommendations found in the Action Plan.

 

  

Tisbury Community Summer Tennis and Pickleball Clinics

The Tisbury Open Space and Recreation Committee, in conjunction with the West Chop Club’s Director of Tennis, David McNamara, is excited to continue our tennis outreach program in Vineyard Haven this summer. The partnership between the Committee and the West Chop Club was formed in 2022 to provide something fun, positive, and without cost to the community. 

Along with the new courts at Church Street, three new pickleball courts have been constructed at Lake Street. With this comes an expanded outreach program: An extra day of tennis and the introduction of pickleball clinics.

FAQ: Vineyard Haven Public Library Renovation and Addition Project

With the COVID-19 pandemic having led to delays in both critical building repairs and a long planned meeting room addition, Town and Library Administration agree that necessary repairs to the existing library building and the meeting room construction would be best combined into a single renovation and addition project, to limit interruptions to library services for the public, as well as achieve significant cost savings.

Funds from Warrant article 9(a) will be combined with existing funding for building repairs, and used to contract an owner’s project manager (OPM) to provide project management services, develop plans and cost estimates, and oversee construction for a combined renovation and addition project. The renovation and addition will include environmental upgrades for sustainability, much needed storage, and flexible meeting facilities that will position the library to deliver optimal services to our community for years to come.

What work needs to be done on the existing building?

Almost 25 years since the last renovation and addition, the library building has damage and wear, failing systems, and accessibility issues. The renovation will address these issues and make the building more weather-tight and energy efficient. Issues to be addressed include the following:

• Roof is in need of replacement, repair and insulation, and to be prepared for rooftop solar
• Heating & cooling systems need to be redesigned, repaired and replaced (including additional ventilation)
• Bathrooms have accessibility & plumbing issues, causing odors and other problems
• Windows throughout the building are damaged or inoperable, and not weather-tight
• Interior painting and carpeting have not been redone since the 1999 renovation
• Interior ceilings tiles and light fixtures throughout the building are missing or damaged
• Landscaping and entryways have damage, accessibility issues, and plantings that have outgrown the space

What is the status of the capital campaign for the library addition?

The VHPL Building Fund, a 501c3 nonprofit, has undertaken a Capital Campaign to fund the addition to the building, which will create a 1,200 square foot multipurpose meeting room, significant additional basement space, and make improvements to the reading room and garden area. The campaign has gifts or pledges nearing $1.5 million, and the volunteers will continue fundraising through the beginning of construction.

Why can’t the project be funded by grants?

VHPL will not be eligible for funding through the state Library Construction Grant Program until 2029, and there is no guarantee that the grant program will have funding at that time (projects remain on the waiting list since the 2017 grant round).

The library building fund has received a number of generous grants from private foundations for the meeting room addition, but grant funding is limited as many local foundations do not support capital projects by organizations like the library that can be sustained by tax-payer dollars.

Didn’t the library already have funds appropriated for interior renovations?

Approximately $350,000 remains unexpended from approximately $400,000 approved at Annual Town Meetings for FY2021 – FY2023. These appropriations were for specific purposes not including Owner’s Project Management, and are insufficient for the scope of work needed. (Articles for $120,000 for replacement of floor coverings and interior painting approved at Town Meetings prior to FY2018 were never expended and have expired.)

Why is the Meeting Room addition important?

Since 2007, the Vineyard Haven Public library has experienced more than 300% growth in attendance at adult programs. The library hosts at least 40 events each month for all ages, and attendance has continued to be robust, with more than 6,000 attendees at online and in-person events in FY2022.

In order to safely gather our community for future in-person events we will need a larger space with proper ventilation. The planned community room will have up-to-date technology, ample storage, and appropriate lighting and acoustics. Features will include large windows and doors looking out to the garden, a state-of-the art sound system including an assisted hearing loop, and a large projection screen with high resolution projection system. The project will also include technology and features to allow for quality live streaming of programs for those who can't attend in person.

The room will also be available as a meeting space for area nonprofits, government organizations, and social service providers, and will be used as a collaborative work space for library visitors. Having a large and flexible multipurpose space will allow the library to respond to other community needs, such as serving as cooling center.

How will the courtyard garden area be impacted?

The addition will encompass a portion of the existing patio garden but is sited to leave a large garden area (approximately 2,000 square feet) remaining. Landscaping will increase accessibility and improve interaction between the meeting room, reading room, and garden space. The project will include a new interpretation of the Shakespeare Garden dedicated to Margaret Webster, that was lost in the 1999 renovation.

Will there be enough parking to accommodate the attendance at library events?

Our review of the recent programs indicate that the new room will not significantly change the number of attendees, but will allow for more flexibility, fewer disruptions to other uses of the Library, and more appropriate accommodations. Many citizens currently walk to the Library and others who do drive find sufficient parking nearby (more than 80 street parking spaces are available within walking distance).

Is the project being designed in such a way that it is environmentally friendly and sustainable?

Our architects are creating a plan to improve the sustainability of the entire library with many new windows, a state-of-the art HVAC system, passive lighting, and the addition of solar panels.

Will the Library be open during renovation?

The library building will need to be closed for a period during renovation, but the library will plan to provide services from a temporary location. The repairs and addition can be done at the same time to avoid multiple closures.

Commercial Districts Visioning Workshop & Walking Tour

Join the Tisbury Master Plan Committee on October 21st and 22nd to envision the future of Tisbury’s Commercial Districts. These areas—the downtown, the waterfront, and the B2 Commercial District (State Road area)—hold great promise and real challenges for making Tisbury a better place to live, work, and play. Crafting a vision for them, in words and drawings, is part of the ongoing Master Plan project.

Four events are planned for Friday October 21 and Saturday October 22: two Walking Tours on Friday afternoon, a Listening Workshop on Friday evening, and a Visioning Workshop on Saturday morning. All are welcome but due to limited capacity please register in advance.

The Tisbury Master Plan : Presentation of Themes

Please join the Master Plan Steering Committee and Barrett Planning Group (BPG) at 5pm on Tuesday, October 11th for a virtual presentation of key issues facing the town of Tisbury and an understanding of baseline conditions across town.  It is critical this assessment is vetted by town stakeholders - residents, town staff, workers, and business owners - to ensure specific elements have not been overlooked, while others are flagged for further exploration.   These issues will inform the next phase of Master Plan work for BPG as they craft strategic recommendations that chart The Town’s future for the next 10-15 years.  An extended public comment session will follow the presentation.

Community Input Sessions for Tisbury Master Plan

If you live, work, play or otherwise have a stake in Tisbury, you are invited to participate in two community input sessions on Wednesday August 10th to share your thoughts with members of the Master Plan Steering Committee. We will be soliciting input on the town’s strengths, weaknesses, opportunities and challenges, and talking through them with both the team and other community members - seasonal and year round residents, alike.

These sessions will be key to giving seasonal residents the opportunity to meet with members of the Master Plan Steering Committee, along with the consultant team (Barrett Planning Group) in person. There will be ongoing engagement opportunities beyond the 10th, both in person and virtual format. These sessions will be catered toward Tisbury residents, but not exclusive to them.

Planning Boards are authorized to develop a Comprehensive Municipal Master Plan by Massachusetts General Laws, Chapter 41, 81D which requires sections on Natural & Cultural Resources, Economic Development, Housing, Land Use, Open Space & Recreation, Facilities & Services, Circulation & Transportation, plus an implementation section, describing how and when goals are to be achieved. Tisbury's plan will also address climate change, governance structure, housing production, and area plans for the B-I and B-II Business Districts and the Waterfront Commercial District.

This event is free, but participants should sign up by emailing Shellfish Constable Danielle Ewart at dewart@tisbryma.gov or calling 774 563 1279.

Event will take place on Beach Road, behind the Wind’s Up! in Vineyard Haven, with parking at the Lagoon boat launch parking lot. This is a family event, everyone is encouraged to participate and kids must be accompanied (no drop offs).
