Tisbury Master Plan Commercial District Presentations & Community Survey

The second public workshop for the Tisbury Commercial District Visioning process will present design alternatives for the future of the waterfront, downtown, and B2 State Road commercial districts. Plans and diagrams will illustrate different possibilities for the physical design of each area. The alternatives will explore issues like: transportation, land use, housing, economic development, land use, and climate resilience.

The meeting will provide ample time for community members to provide input about the alternatives with the goal of identifying which alternatives the consulting team should refine further for each location. The design ideas presented in this workshop will build on public input gathered during a series of community workshops held in Tisbury on October 21-22, 2022.

These meetings cover the same content. Please feel free to join one or both gatherings, both of which are virtual (on Zoom).

Commercial Districts Visioning Workshop & Walking Tour

Join the Tisbury Master Plan Committee on October 21st and 22nd to envision the future of Tisbury’s Commercial Districts. These areas—the downtown, the waterfront, and the B2 Commercial District (State Road area)—hold great promise and real challenges for making Tisbury a better place to live, work, and play. Crafting a vision for them, in words and drawings, is part of the ongoing Master Plan project.

Four events are planned for Friday October 21 and Saturday October 22: two Walking Tours on Friday afternoon, a Listening Workshop on Friday evening, and a Visioning Workshop on Saturday morning. All are welcome but due to limited capacity please register in advance.

Tisbury Planning Board Seeks Applicants for Master Plan Steering Committee

The Tisbury Planning Board has launched their Master Plan process with immediate plans to select members to a Master Plan Steering Committee, expected to begin work in early 2022. Steering Committee members will work closely with the Town’s planning consultants and the Planning Board to guide the development of the Master Plan. The committee will assist the consultant team in the development and implementation of community outreach activities, attend public meetings, and serve as a liaison between the community and the planning consultants. They will review and provide input on interim documents and participate in the final review of the draft plan. 

The Planning Board seeks to convene a committee of volunteers with varying backgrounds and skill sets and members that reflect the different voices of Tisbury. They are looking for individuals who are enthusiastic about the development of the master plan, collaborative, thoughtful, and community-minded. Planning Boards are authorized to develop a Comprehensive Municipal Master Plan by Massachusetts General Laws, Chapter 41, 81D which requires sections on Natural & Cultural Resources, Economic Development, Housing, Land Use, Open Space & Recreation, Facilities & Services, Circulation & Transportation, plus an implementation section, describing how – and when - goals are to be achieved. This Master Plan will also address climate change, governance structure, housing production, as well as, area plans for the B-I and B-II Business Districts, and the Waterfront Commercial District.

When completed, the Tisbury Master Plan will provide broad direction in support of the Town’s long-term goals. According to Dawn Bellante Holand, Planning Board Chairperson. “Tisbury has never had a Master Plan, so we are now involved in a historic planning process which will chart the course of our town and development for years to come. A Master Plan brings clarity – and direction-to the decision-making process.” Bellante-Holand noted that an important goal of the process is to generate broad consensus. “The Master Plan will become a roadmap for the Town, and will help to ensure that individual town projects and procedures align with the Town’s long-term goals.” 

While the Planning Board will hire a consultant to guide the two-year process, public input and feedback will be valued, and welcomed at every step of the way. “We want to hear from residents, businesses, boards, and committees, to find out what’s important to them,” said Cheryl Doble, Planning Board Member. “We want to consider and include these ideas and opinions, so we can build town-wide consensus, and support for the final plan.”

All Tisbury residents have an opportunity to participate in public forums throughout the process. Final Tisbury Housing Workshop December 15th

Along with the five other towns on the Vineyard, Tisbury has begun a process to produce a Housing Production Plan (HPP). The HPP can be a guide to the Town’s decisions in addressing housing that is affordable for our workers, families, elders and children.  In Tisbury, the “how” of being proactive will be balanced with the equally important question of “where” it can happen.

Please join the conversation on Thursday, December 15, 2016 at 6:30pm at the Tisbury Senior Center, for the final interactive community workshop to examine the “who, how, where and when” in Tisbury. The workshop will be professionally facilitated by planning consultants from RKG Associates, Inc., JM Goldson Community + Planning.

The Tisbury Planning Board has created an online survey to gather community input as part of their on-going vision planning. This past fall, the Planning Board sponsored a series of community-based vision planning workshops. Through activities and facilitated discussion, participants identified shared community values, discussed concerns, considered our town’s special strengths, and then began to articulate a shared vision for the future. This survey further studies workshop findings and give those unable to attend the workshops an opportunity to share their thoughts and ideas.

Town "Vision Planning" Survey at the Library

The Tisbury Planning Board is preparing to conduct a community-wide "vision planning" process to help prepare the town to manage its future. To begin the process, community members are invited complete a brief survey, now available at the Vineyard Haven Library.

Vision planning is a process by which a community envisions the future it wants and plans how to achieve it. Through a series of facilitated community workshops, participants will discover common values upon which to base a vision plan and guide future actions. The plan will establish manageable community goals and an action plan to accomplish the vision.

Why now: the town will face a number of important issues in the coming years. A Vision Plan created with broad community participation will establish a framework to guide town decisions and enable us to take advantage of future development and funding opportunities.

Participation: Your voice is important. Residents, property owners and businesses are encouraged to participate in the planning workshops.

Schedule: Workshops will begin in late summer and run through the fall. Surveys will be available at the Vineyard Haven Public Library through the month of August.

Vineyard Haven Public Library Releases Strategic Plan for Services

The Vineyard Haven Public Library recently developed a long-range plan to carry out library services for the next five years. The plan is the outcome of a year-long planning process that assessed current library services and facilities, and gathered extensive feedback from the community.

With the rapid growth of eBooks, streaming audio and video services, combined with increased usage of libraries nationwide, the public library environment is more unsettled than it has been for many decades. To meet these challenges the Vineyard Haven Public Library Board of Trustees and Library Staff members engaged in a strategic planning process to involve the community in a discussion about what the library could and should become.

Library Trustees followed the Strategic Planning for Results model developed by the Public Library Association. This planning model identifies 18 services responses that cover the many resources and activities that a public library does for, or offers to, the public in an effort to meet a set of well-defined community needs. To help form the plan, the Trustees appointed a Long-Range Planning Committee that included both year-round and seasonal residents.

More than 250 community members responded to two surveys designed to help the library evaluate current services and desired improvements. Members of the public also gathered at two community forums to provide further feedback. It was clear from the participation at the two community forums that the Library is a vital part of the community and a place where people go for books, media, and information, but also for cultural events, as a gathering place, and as a hub for information about what is going on in the town. People place a high value on the services the Library provides and are appreciative of everything the Library and staff does to enhance their experience in the community as a whole.

The Library’s new plan focuses on four strategic initiatives and outlines activities that library staff and trustees will undertake over the next five years to meet the community’s vision. Under the plan, the library will continue to offer a large number of programs to promote lifelong learning and early literacy, and to provide books, films, and other materials in a variety of formats for all ages. In addition, the library will focus on providing information on local, national and world affairs in order to help library patrons become informed citizens and participate in community decision-making.

Although plan activities were slated to begin in July 2013, Library Director Amy Ryan says that both staff and trustees are already acting on initiatives suggested by the plan, such as improving safety around the library grounds, increasing online resources for children, and offering programs such as the Foreign Policy Association’s Great Decisions discussion group, currently meeting at the library on Thursday evenings.

Public Libraries must have an approved Long-Range Plan on file with the Massachusetts Board of Library Commissioners in order to apply for both Library Services and Technology Act (LSTA) funds and the Massachusetts Public Library Construction Program. The library has been awarded two LSTA grants in the past five years, including a "Conversation Circles" grant to support English language learners, and an "Equal Access" grant to provide lifelong learning opportunities for older adults.
